Philanthropy Australia recently made two submissions to the Australian Government, as part of our efforts advocating for policy outcomes that help grow philanthropy and its impact.
Giving Fund Reforms: Distribution rate and smoothing
In June, public consultation commenced on possible reforms to the regulation of giving (ancillary) funds. A Treasury consultation paper set out a range of proposals, including:
- Renaming ancillary funds to ‘giving funds’
- Aligning the annual distribution rate between public and private giving funds
- Increasing the annual distribution rate
- Allowing funds to ‘smooth’ distributions across years
Philanthropy Australia engaged with our members and partners extensively to shape our final submission in response to the consultation paper.

Economic Reform Roundtable: Reform of the Deductible Gift Recipient System
Philanthropy Australia made a brief submission as part of the consultation process which occurred in advance of the Australian Government’s Economic Reform Roundtable that is taking place this week at Parliament House in Canberra.
The submission was an opportunity to highlight the relevance of one our policy priorities, reform of the Deductible Gift Recipient (DGR) System, with the Roundtable including a focus on tax reform.
On Tuesday 5 August, our Executive Director – Policy and Sector Development, Krystian Seibert, also participated in a roundtable at Parliament House in Canberra chaired by the Assistant Minister for Charities, the Hon Andrew Leigh MP, and the Minister for Social Services, the Hon Tanya Plibersek MP. The focus was on boosting productivity in the not-for-profit sector, with discussions feeding into the wider debate on productivity and economic reform which the Australian Government has initiated.
